Public life often presents a paradox. The higher an individual rises in service to the nation, the more vulnerable they become to allegations that may or may not bear any relationship to the facts. For retired Major-General Barry Tariye Ndiomu, former Interim Administrator of the Presidential Amnesty Programme (PAP), the recent allegation by an anonymous social media account claiming he paid ₦4 billion in bribes to retain his appointment belongs squarely in that category—an accusation that, on close examination, appears devoid of substantiation and inconsistent with the life and career of the man at its centre.

The allegation, published by an X (formerly Twitter) account identified as Third Eye, claimed that Ndiomu paid ₦500 million monthly for eight months to the Chief of Staff to the President, Femi Gbajabiamila, after allegedly being promised a tenure extension. Beyond the sensational headline, however, no documentary evidence, bank records, witness testimony or official investigative findings accompanied the claim. It remains an allegation unsupported by publicly available proof.

This is significant because allegations, no matter how dramatic, do not become facts simply by being repeated. In a constitutional democracy governed by the rule of law, claims of criminal conduct demand evidence. Without it, they remain speculative and should not eclipse a lifetime of distinguished service.

For those who know Barry Ndiomu’s career, the allegation is also strikingly at odds with the trajectory of a man whose professional life has been defined by discipline, institutional loyalty and adherence to due process.

A lawyer by training and a soldier by profession, Ndiomu devoted approximately 35 years of his life to the Nigerian Army, serving from 1983 until his retirement in 2017. During that period, he rose steadily through the ranks to become a Major-General, one of the highest and most demanding positions in the military hierarchy. That ascent was earned through years of operational command, strategic leadership and professional excellence rather than political patronage.

His achievement also carried a unique historical significance. Like his late father, Major-General Charles Bebeye Ndiomu, he attained the rank of Major-General, making the Ndiomu family one of the few in Nigeria to produce two officers who reached such an elite level in military service. Such a record is neither accidental nor easily attained. It reflects decades of discipline, integrity and commitment to national service.

After retiring from active military duty in 2017, Ndiomu had largely withdrawn from public life. He was not seeking political office or lobbying for government appointments when, in September 2022, he was recalled by the Federal Government to serve as Interim Administrator of the Presidential Amnesty Programme.

His appointment came at a delicate period in the history of the programme. The PAP, established to sustain peace and reintegrate former agitators in the Niger Delta through education, vocational training and empowerment, faced significant administrative and operational challenges. The government’s decision to bring back a retired Major-General with a reputation for discipline and administrative competence was widely interpreted as an effort to restore stability and confidence in the intervention programme.

Rather than settle into routine administration, Ndiomu immediately embarked on an extensive programme of stakeholder engagement. Within months of assuming office, he had visited traditional rulers, community leaders and other critical stakeholders across the Niger Delta, rebuilding trust through dialogue and consultation.

His approach reflected a clear understanding that sustainable peace in the region depended not only on policy implementation but also on continuous engagement with the people whose lives the programme was designed to improve.

His administration also shifted attention towards creating lasting opportunities for beneficiaries. Through strategic engagements with the Office of the Head of the Civil Service of the Federation, the National Information Technology Development Agency (NITDA), the Ministry of Foreign Affairs, the Nigeria Customs Service and other government institutions, Ndiomu initiated processes aimed at securing employment opportunities for approximately 350 beneficiaries who graduated with first-class and second-class honours from universities.

This was a notable departure from the perception of the Amnesty Programme as merely a stipend-paying intervention. Instead, it reflected an effort to integrate qualified beneficiaries into mainstream national development through meaningful careers.

His vision extended beyond public sector employment. Ndiomu also initiated discussions to facilitate placements for trained ex-agitators within the security services and the oil and gas industry while encouraging beneficiaries to establish cooperatives that could serve as platforms for entrepreneurship and sustainable economic growth.

Notably, Ndiomu who inherited a whopping sum of N17Billion as unpaid commitments to PAP consultants, contractors and vendors when he assumed office in September 2022, had fully and totally liquidated all such liabilities by March 29, 2023, barely six months in office. His unusually straight approach which forbade any “discussions” with beneficiaries, compelled a “thank you visit” to his office by representatives of the various consultants, who acknowledged the novelty and sincerity of his approach.

In addition to managing PAP, the Presidency entrusted him with another sensitive national assignment by appointing him Chairman of the Special Investigative Panel on Crude Oil Theft. The assignment was not merely administrative; it required leadership, credibility and the confidence of government at the highest levels to coordinate efforts against one of Nigeria’s most complex economic and security challenges.

Observers also credited his tenure with helping to sustain peace across the Niger Delta through prompt responses to community concerns, continuous dialogue with stakeholders and deliberate efforts to strengthen confidence in the Amnesty Programme.

These achievements stand in stark contrast to the image painted by anonymous social media allegations. As Interim Administrator of the Presidential Amnesty Programme, his reporting line was not to the Chief of Staff but through the established structures of government, particularly under the supervision of the Office of the National Security Adviser (NSA), given the programme’s strategic role in national security and peacebuilding. The PAP operates within a clearly defined governance framework designed to ensure accountability and oversight.

Against that backdrop, the suggestion that a retired Major-General with decades of military command experience, legal training and a distinguished public service record would choose to circumvent established institutional processes through alleged illicit payments appears fundamentally inconsistent with both the administrative structure of the programme and the professional ethos that shaped his career.

Throughout his military service, Ndiomu earned a reputation as an officer guided by rules, procedure and discipline. Whether on the battlefield, in command appointments or strategic planning roles, colleagues and associates consistently regarded him as someone who operated within the bounds of military regulations and the law.

Indeed, as a lawyer, Ndiomu understands perhaps better than most the legal implications of abuse of office, corruption and breaches of public trust. His career has been characterised by fidelity to institutional processes rather than personal expediency. Those who worked with him frequently describe him as measured, meticulous and committed to doing things through the proper channels.

This does not mean that he, like every public official, should be immune from scrutiny. Accountability remains essential in democratic governance. But accountability must rest on evidence rather than conjecture.

History offers countless examples of distinguished public servants whose reputations were temporarily clouded by allegations that later proved baseless or incapable of being substantiated. For that reason, responsible public discourse demands caution before allowing anonymous social media posts to define the legacy of individuals whose contributions to national development are matters of public record.

Barry Ndiomu’s legacy should ultimately be assessed on measurable achievements: a distinguished military career spanning three and a half decades; attaining the rank of Major-General through merit; answering the nation’s call from retirement to stabilise a critical intervention programme; expanding opportunities for educated beneficiaries of the Presidential Amnesty Programme; strengthening stakeholder engagement in the Niger Delta; contributing to peacebuilding; and earning the confidence of government to lead another sensitive national assignment on crude oil theft.

In the final analysis, careers of such longevity and distinction should be judged by verifiable accomplishments rather than unsubstantiated allegations. Barry Ndiomu’s record as a soldier, lawyer and public administrator reflects decades of service rooted in discipline, professionalism and national duty. Until credible evidence suggests otherwise, that record remains his most compelling testament.
