Engr Ahmed Kadi Amshi FNSE was appointed as the Executive Chairman, National Assembly Service Commission NASC a year ago.
Before his new appointment,he served as the Senior Speciial Assistant SSA and Chief of Staff COS to the Senate President, Dr Ahmad Ibrahim Lawan PhD CON,when he was Senate Leader in the 8th Senate between 2017-2019.
Engnr Kadi who assumed duty as SSA and Chief of Staff COS to the then Senate leader,as he was assessed physically,as a big task for him to handle the affairs/workings of the office of the Senate leader during that dispensation, considering his age, and in view of the high administrative demands of the office.
But his indepth knowledge from both public and private sectors, along with his perfomance on the new assignment,left many of his staffs in high spirit, and determined after the tenure of the 8th Senate.
During his stint, Engr Kadi handled both strategic advise, maintained consistent political interface, information and human relations management, identification and execution of empowerment programs and monitoring of constituency projects with all attention it deserved,to the conviction of both the constituents and the then Senate leader.
This was occassioned largely by his meritorious experience and performance the from the wholly public and later private sector, as Managing Director,Core Consult Associates,a Civil , Mechanical,Electrical Engineering Consultancy Firm.
His outstanding perfomance and distinct public service experience and achievements was responsible for his new appointment, as Executive Chairman, National Assembly Service Commission NASC.
The new assignment at NASC is an opportunity to demonstrate more commitement and sincerity of purpose to the developement and sustenance of public service experience he garnered over the years,as he kicked the ground running after his inauguration by President Muhammadu Buhari at the Presidential Villa in February 2020.
Engnr Kadi strong believe in hardwork was not construed as he embarked on major re-organisation of the National Assembly Service Commission NASC, geared towards meeting the yearnings, aspirations and the demands of the office,as he refocussed the commission, as the engine room directly involved in the day to day runnings of the National Assembly management and the commission,.He provided a more virile platform for federal lawmakers both at the Red and Green Chambers towards optimum perfomance, to deliver on their mandates to their constituents and Nigerians.
This is also in addition to his efforts that provided the best hands and qualified staffers as legislative aides, well trained to complement on the mandate of adequate representation of the National Assembly members.
After due assessment, familiarization and acclaimatization,he prioritised and carried out a major re-organisation of the workforce that had placed performance,welfare,and reward system as a corrolary to the new commision’s approach and decisions.
He met a demoralised and depressed workforce that perfomance was at a low ebb, lacked basic prerequisites and intricacies of job schedules and knowledge,and did not operate in line with the expectations of the new commission,therefore he exposed them to series of staff trainings,re-trainings,seminars,sympsiums, workshops and talkshops became one of his cardinal objectives.
The chairman also embarked on major shake up that frowned against indolence, manipulations,as the decisions of some top staffers of the commission, management of the National Assembly that extended their stay in office beyond the statutory years of service, against the civil service rules, and redressed the anomaly through the best practices.
This led to a major re-organisation carried out by the new commission under Engineer Ahmed Kadi Amshi FNSE that brought on board a new management at the National Assembly which included the Clerk to the National Assembly CNA and his team, as well as top level management of the commission.
He insisted on staff development that saw both staffers of the commission, National Assembly, and legislative aides engaged in series of trainings that will prepared them ahead of future challenges.
The elevation of staffers through appointments and disengagements of those who had spent out their years in service, created an avenue to fill the existed vacancies at all levels, hence the commission without hesitation carried out a promotion examination to forestall any vacuum in the activities of the commission, in accordance with the civil service rules.
Engr Kadi, aside trainings that prepared staffers and exposed them to myriads of challenges,also addressed their conditions of service that affected salaries and allowances,as legislative aides to federal lawmakers got first 28 days, while National Assembly staff got Duty Tour Allowances DTA’s and other entitlements,with a promise to offset others in the shortest possible time,in line with the conditions of service.
He has also promised to revisit the National Assembly Commission act through presentation to the National Assembly an amendment of some vital sections that boarders on workers conditions of service and others.
With renewed zeal,the NASC has served as a veritable tool for capacity buildings,workshops, talkshops and trainings for States House of Assembly Service Commission,with a call on some few States to establish their States Assembly Commission with full autonomy,both in Administration and Finance, in line with the practice at the commission.
The passion for hardwork, dilligence, commitement and dedication to duty span for over four decades, that led to his appointment as SSA,Chief of Staff COS to the Senate leader,and now the Executive Chairman, National Assembly Service Commission NASC had guided his principles.
The new Chairman’s vision and mission of a new Commission and Assembly became a reality after he carried out a major re-organisation.

Engnr Ahmed Kadi Amshi FNSE who was born on 9th May ,1954, hailed from Jakusko Local Government area of Yobe State.
An Engineer by profession and member Nigerian Society of Engineers NSE, COREN Registered Engineer, have attained high academic qualifications in his field.He is happily married with childrens.
Professional Career and His Contributions To The Economic Developement Of Nigeria.
Engr Kadi started his early career in 1983 after a successful NYSC in Guinness Nigeria Limited as project engineer in Benin City,Edo State.
Between 1983-1991, he rose from District Engineer, Principal Manager and later Chief Engineer.He was charged with maintenance and upkeep of vehicles,road plants and equipment,as well as operation and maintenance of generators and other mechanical equipment.He was incharge of building engineering services, design and supervision, operation and maintenance of marini asphalt plant for road construction in Borno State.

He was responsible for provision of mechanical services to the Ministry of works,and all other goverment agencies.procured,operated and maintained road construction, equipment, including asphalt plants.procured, installed and maintained generators to various government establishments.

He was in charge of electric power supply to the state and adviser to the government on all matters related to power supply.constructed and operated over 100 rural power stations and isolated diesel generating sets,as well as connection of 100 towns to the national grid.Provided power supply to the numerous boreholes in the state,electicity to schools and hospitals and worked closely with federal Ministry of power in all these activities.

He also deputized the permanent secretary of the Ministry of works in the provision of infrastructure, roads,bridges,feeder roads,housing .etc.

Responsible for urban rural water supply in the state,and the provision of sanitation facilitities.
He worked together with foreign organisations that provided support to the State in water supply i.e. EU, JICA ,UNICEF, UNDP and ADB.etc.
He also supervised the Multi Billion Naira Damaturu regional water supply scheme, a joint project between FMWR and the state,managed Hadeija-Jamaare-Komadugu-Yobe River Basin that fell within the state,included the two surface water schemes,along with two key parastatals,Yobe State water corporation,and Yobe State Rural Water Supply and Sanitation Agency (RUWASA).
He also took charge of Manpower Developement as permanent secretary Yobe State in 2007-2008
Incharge of capacity building developement of the state workforce,through trainings,local and International,workshops, talkshops and seminars that addressed and improved performance of the state work force.
