Borno State Governor, Babagana Umara Zulum has inaugurated chairpersons, executive secretaries and board members of four newly established institutions.
They include; Borno State Security Trust Fund, Borno State Education Trust Fund, Borno State Contributory Healthcare Management Agency and Borno State Bureau For Public Procurement Board.
Governor Zulum explained that the establishment of these new institutions were mainly to ensure sustainability and sufficient funding mechanism, and ensure his administration’s efforts in development objectives under sectors of security education, health and compliance with due process in governance are achieved.
Zulum emphasized that security is number one priority agenda of his administration, he also stressed his administration would emphasize on the continuous institutional and human capacity building for all security operatives, deployment of modern technology in the fight, enhancement of real time information sharing mechanism and exploring if non-kinetic strategy to achieve peace in Borno.
“I made it very clear during my inaugural address that security will be paramount and that we will be relentless in ensuring sustainable peace and tranquility in the state. Emplacing a sustainable security architecture requires huge expenditure on sustainable basis. Moreover, sourcing funds must be realistic and sustainable. This informed my decision to create Borno State Security Trust Fund.” Zulum added.
Furthermore, as the state is now moving to a post-insurgency development and economic recovery, Government will ensure quality and functional education to the children which will better a foundation for the post-insurgency development and guarantee better future for the state.
“Education is given a prime position in the scheme of our governance, quality and functional education leads to more income, greater productivity, higher life expectancy and ultimately a better standard of living for our people.”
“Providing educational services requires huge investment but we will not shrink from this great responsibility. This informed my decision to sign into law the Borno State Education Trust Fund.” Zulum said.
Additionally, Governor Zulum emphasized on his administration’s resolve to provide comprehensive and decentralized delivery of basic health services to both rural and urban areas.
“Our focus is on the rehabilitation and expansion of health facilities, human capacity building for medical and health workers as well as provision of free maternal and healthcare services in the state amongst others. By signing into law the Borno State Contributory Healthcare Management Agency we are strengthening the institutional mechanism and ensuring wider health coverage.” Zulum said.
Also inaugurated is Borno State Public Procurement Board, which according Governor Zulum is to institute legal and policy frameworks to improve on the work process and system to ensure inclusiveness, transparency and accountability.
“In order to ensure we have a clear nexus between an effective public service delivery and socio-economic development, I signed into law the creation of the Bureau For Public Procurement.” Zulum stated.
The Chairman, Borno State Security Trust Fund who delivers the vote of thanks on behalf of all assured Governor Zulum of their utmost to achieve the set objectives of their various organisations.
